SEVAN system for registration of unemployed, payment of benefits and placement

The SEVAN system was developed by a commission of Employment Agency of Ministry of Social Security of Republic of Armenia. The agency registers unemployed citizens, organizes special vocational training courses for them, ensures placement and prepares different employment programs.

These functions are carried out by district services and 10 marz departments of the Agency.

The system development was financed by TACIS and, after development in 2001, was installed at 15 district departments and at the Employment Agency headquarters.

Hardware and Software used in SEVAN system

• Database management – ACCESS.
• Application software in ACCESS and MS VB 6.0 environment.
• The system is used in LAN environment.
• Pentium II Hardware for workstations and servers with WINDOWS 95 and WINDOWS NT4.0.

Main functions of the system

1. Collecting and entry of data about persons seeking job opportunity. Defining the status of a person looking for a job.
2. Collecting data from employers about vacancies, job cuts, pensioners and entry into the database.

Data about employers are delivered from the State Register and entered into the system as a reference data. These data are used for labor market analyses. Each district office in its database has data about employers registered in a given district and data about the whole republic.

Data about available and expected vacancies are registered based upon information from employers. Information from an employer about vacancies triggers a notice to all unemployed who correspond to the given vacancies requirements. In such case they must come to the employment office out of turn.

3. The system makes it possible to evaluate the stability of employers and their credibility.

As soon as a vacancy is available, the district center carries out placement procedures for the unemployed corresponding to the employer's requirements.

The system takes into account all employees discharged by a given employer and also all cases of mass dismissal (according to the set forth criteria), registers specialties of all dismissed persons etc.

The system incorporates data about pensioners which are supplied by the State Insurance Fund.

In case of application for employment, the system compares data of the applications with the pensioners database.

4. Vocational training and preparing lists of participants.

The system provides the district service with information necessary for vocational training and list of would-be participants. For this purpose, the system takes into account:

• available financial resources for vocational training
• requirements of employers
• specialties of registered unemployed
• the length of unemployment registration
• prognoses of the employment office about the labor market.
5. Preparing lists of unemployment benefits payment and assistance.
6. Subsystem for preparing reports and output forms.

For reports and analyses the system uses special directories.

All database fields pertaining to specialties are tied up to the directories.

The system makes following reports:

• For any time period data about registered persons by education, age and gender.
• For any time period data about registered persons by specialties, age and gender.
• Data about persons who have quitted the register and their reasons for doing that.
• Data about offer and no demand in Labor market.
• Data about hopeless offers (there is no demand for a long time).
• About requests without placement.
• About vocational courses.
• Expenditures of given employment district service.
• Data about persons participated at vocational courses.
• Data about employers and their personnel
7. Subsystem for labor market analyses.

For labor market analysis the following indicators are used:

• All employers and all data about them for a given employment office catchment area.
• Demands by employers.
• Registered unemployed.
• Correspondence of offer/demand

District offices deliver files of changes to the central database. Changes, their registration and analysis in the data base are done automatically.

The system may use data from other databases (employers, pensioners etc) as a reference data.
