SEVAN system for registration of unemployed, payment of benefits and placement
The SEVAN system was developed by a commission of Employment Agency of Ministry of Social Security of Republic of Armenia. The agency registers unemployed citizens, organizes special vocational training courses for them, ensures placement and prepares different employment programs.
These functions are carried out by district services and 10 marz departments of the Agency.
The system development was financed by TACIS and, after development in 2001, was installed at 15 district departments and at the Employment Agency headquarters.

Main functions of the system
Data about employers are delivered from the State Register and entered into the system as a reference data. These data are used for labor market analyses. Each district office in its database has data about employers registered in a given district and data about the whole republic.
Data about available and expected vacancies are registered based upon information from employers. Information from an employer about vacancies triggers a notice to all unemployed who correspond to the given vacancies requirements. In such case they must come to the employment office out of turn.
As soon as a vacancy is available, the district center carries out placement procedures for the unemployed corresponding to the employer's requirements.
The system takes into account all employees discharged by a given employer and also all cases of mass dismissal (according to the set forth criteria), registers specialties of all dismissed persons etc.
The system incorporates data about pensioners which are supplied by the State Insurance Fund.
In case of application for employment, the system compares data of the applications with the pensioners database.
The system provides the district service with information necessary for vocational training and list of would-be participants. For this purpose, the system takes into account:

District offices deliver files of changes to the central database. Changes, their registration and analysis in the data base are done automatically.
The system may use data from other databases (employers, pensioners etc) as a reference data.
