OSIRIS: A system for computerization of Civil Status Registration offices of Armenia

Civil Status Registration Offices (CSRO) of Armenia carry out registration of all types of civil status. In transient economy and big migration processes, it’s necessary to have modern technologies in all offices and the Central Archive. Not correct data and difficulties with getting trustworthily information, lead to necessity to use computers and other modern technologies. Data from CSRO are delivered to the National Statistical Service and are a basis for analyses and prognostics.

CSRO are part of Ministry of Justice and are operational in all 51 districts of Armenia. Some registrations are fulfilled on a centralized bases (e.g. funeral service for all Yerevan districts).

Service based on catchment areas needs constant inquires to other districts when cross cutting information verification is needed. Availability of OSIRIS system eliminates all difficulties and ensures timely and correct information for all citizens and state organizations.

The system is developed by Ministry of Justice commission and USAID , PADCO (USA) financing.

OSIRIS operations at Civil Status Registration Agency

The system registers the following acts

1. Registration of births
2. Registration of marriages
3. Registration of divorces
4. Registration of deaths
5. Registration of adoptions
6. Change of names, surnames
7. Acknowledgment of paternity
8. Restoration of all type acts.

The system consists of following subsystems:

• A subsystem for registration of applications for Civil Status Registration and control of the process of registration.
• A subsystem for registration of civil status acts, their basic documents and their control.
• A subsystem for checking applications, reports and the process of registration.
• A subsystem for making changes, corrections and release of copies.
• A subsystem for declaring civil status acts void/non valid.
• A subsystem for output documents and reports.
• A subsystem for search of data, editing, deleting, printing, analyses and generalizations.
• A subsystem for coding/decoding and transfer of information from offices to archive and vice versa.
• A subsystem for assigning document numbers and search of double registrations.
