PARNAS: A system for personified pension Insurance

One of the most efficient usage of a pension system is making it insured. In that case the pension depends on duration and amounts of payments to the Pension Fund. In each enterprise taking into account not only general social payments, but the personal payments as well, will be possible to have a clear relationship where employers and employees are interested to submit correct data, because future pension size will depend on that.

Implementation of PARNAS system

The PARNAS system is used in all pension assignment districts and at Social Insurance Fund (SIF) Headquarters, where all individual accounts of employees are accumulated. The system has a special module to be delivered to all employers who have corresponding technical means to prepare personal reports in electronic form and to deliver them to SIF.

The system makes it possible to follow correct filling of individual reports by comparing them with the payments of a given employer to the Social Insurance Fund.

PARNAS follow-up at YCRDI

The system follows all changes taking place with the given employer status, its merging or dividing, which makes it possible to have a unified system for payments and accounting and thus ensures the increase of social payments.

Availability of full data about employers and employees (for the period before assignment of a pension) allows to carry out indexing (in case of national currency exchange rate change), calculation of a pension for periods before and after the individual insurance etc.

The acting ARAKS pension system, in case of augmentation with additional equipment and PARNAS software, may became a basis for the PARNAS system. The PARNAS system is developed by SIF commission with USAID financing and PADCO Itl (USA) technical assistance.

• Electronic pictures of documents and their archiving.
• Preparing reports and analyses.
• Assignment of pensions, their recalculation taking into account data of personalized insurance.
• Changes in the database, data protection and preparing requests.

The system has hierarchical structure; employer – district – marz – Social Insurance Fund, which allows to check the data and information flow through all levels.

The centralized database and the Archive implement ORACLE 8i database.

The module for employers uses MS Visual Fox Pro.

For implementation of the module employers should have Windows 95 or higher system.
